MINUTES
March 28, 1995
The Wayne County Library Cooperative met Tuesday, March 28, 1995
in the library at Seymour Johnson Air Force Base with Blanchella
Casey, hostess. The meeting was called to order after a tour of the library.
Other members attending included: Shirley Jones, Dot Elledge,
Susan Parris, and Donna Potter, Wayne Community College; Gary Barefoot
and Pam Wood, Mount Olive College; Robin DeMark Wayne County Public
Library; Olivia Pierce, Wayne County Public Schools; Mary Anne Parker, North
Drive Elementary School; Marie Edwards, Cherry Hospital;Jim Wilson, James
Sprunt Community College; Vicki L. Brown; and Diane Kester, Department of
Library Studies and Educational Technology, East Carolina University. Joining
in the meal before the meeting were Jeff Cannell, WCPL and Bonnie Whitesell,
Wayne Country Day School.
I. Welcome and Announcements
a. Blanche welcomed the group and addressed questions about the base
library and its policies. A brief discussion was held on charging clients for
printouts from full text databases such as ProQuest. She distributed the
information for dial-up to their catalog. (736-6234, login: air; password: force1;
settings 8N1, vt100).
b. Shirley reminded members of the SACS visit to WCC during the week of April 10th.
c. Applications for MUGLNC (Microcomputer Users Group of Libraries in North
Carolina) membership were distributed by Pam Wood. One of the benefits of this
organization is the opportunity to participate in several workshops. Dues are only
$5.00 per year.
d. A question was raised concerning access to WCC Library at nights and on Saturdays
when the college switchboard is not staffed. Shirley explained that the switchboard is
open in the evenings, but that the staff was aware of the problem. Other libraries
wishing to contact the college library on Saturdays were encouraged to use e-mail.
e. Donna announced that Dr. Shirley Jones received the Achievement Award on Thursday,
March 23, 1995, at the annual North Carolina Community College Learning Resources
Association Conference in Asheville. The award acknowledges her "significant
contributions to the learning resources profession" - the implementation of the Wayne
Information Network (WIN), the most comprehensive county network in North Carolina.
II. Minutes
The minutes of the January meeting were approved. Appreciation was expressed to Susie
Parris for substituting for the recorder and preparing the minutes.
III. Report of the By-laws Committee
Blanche distributed copies of the revised bylaws as prepared by the committee including
Olivia Pierce and Dan Swartout. The motion to accept the revisions was made and carried
unanimously. Election of the chair and the recorder will be held at the May meeting.
IV. Evaluation of WIN
a. For the continuing evaluation of the projects and services of WIN, Shirley asked members to
write her examples of success stories, challenges, practical uses. She also asked for
documentation by the end of April as to the number of times members have dialed into WCC.
This information may be available in the pcplus.log file, if that option is set. Additionally, the
number of calls made is counted in the dialing menu.
b. Diane will distribute a written questionnaire to gather further data about the activities of WIN.
c. Olivia reported that cards for FirstSearch have been distributed to those middle school media
coordinators that expressed a desire to use the service.
V. Dynix Automation Center
Shirley reported that 36 of the 58 community colleges in NC are seriously considering joining
in the DAC cooperative. She has been assured that it will not interfere with the WIN activities
and will also make the holdings of the other community college libraries available.
ANCHORnet will be the "on ramp" to the NCIH for those on the DAC system.
VI. Internet Access and Staff Development
a. Olivia reported that they had a presentation by the CoastalNet service. It provides an 800 number
for limited access. The schools are installing the software to access EastNet, the service of the
School of Education, East Carolina University. This service provides an 800 number and software
including Winsock, Mosaic, and CUSeeMe.
b. Diane announced the telecommunications course will be offered during the second semester of
summer school at ECU on MW from 5-8:45 June 26-July 26. In the fall, the Internet course will be
held Tuesday evenings.
c. Shirley will investigate holding a workshop and/or classes through the WCC Continuing Education Division.
d. The Technology 'N' Trends Round Table of the NCLA will hold a "Copyright in Cyberspace"
teleconference on May 8, 1995. NCLA members will be receiving the information in the mail.
VII.Document Delivery
a. Shirley distributed an informational sheet from Courier Express of Goldsboro, a service which began
in Wayne County on March 13, 1995. Courier Express of Goldsboro has agreed to carry books and
other materials from library to library if they are going that way on other deliveries and to charge half
price if they are not scheduled to make a trip. This company would like only one contact. A sample
Courier Request form was distributed. The suggested procedure to initialize the service was suggested:
FAX the request to WCC by 9:30 AM in the ILL format
WCC will call the courier
b. A discussion ensued with the following information revealed:
1. The school system courier makes three trips a week to each school.
2. The WCPL shuttle makes three trips a week to the branch libraries.
c. Members continued the discussion and several possibilities are under consideration. No
action was taken at this time.
VIII. Next Meeting
The next meeting will be held May 11, 1995 at Wayne County Public Library.
