MINUTES
May 9, 1996


Preceding the meeting the following individuals met for dinner at ChinaKing: Annie Albertson, Pam Wood, Gary Barefoot, Mount Olive CollegeLibrary; Mary Ann Parker and Katherine Wood, Eastern WayneHigh School; Marie Edwards, Cherry Hospital; Jeff Cannell, JimWhaler, and Ken Husler, Wayne County Public Library; Bonnie Whitesell,Wayne Country Day School; Diane Kester, East Carolina University;Dan Kester, guest; Shirley Jones, Susan Parris, and SusanLudwil, Wayne Community College; and Ramona Dunkley, GoldsboroMiddle School.

The Wayne Information Network (WIN) met Thursday, May 9, 1996 in theauditorium of the Wayne County Public Library at 7:00 P.M. with Jeff Cannell serving as host.

In addition to the members at dinner, other attendees included: DotElledge and Judy Hodges, Wayne Community College; Kathleen Baumwart, Seymour Johnson Air Force Base Library; Gwendolyn Shipman,Goldsboro High School; and Beverly Lingerfelt, Brogden Middle School.

The business meeting was called to order by Shirley Jones, chair.

Business Meeting

I. Minutes

The minutes of the previous meeting were approved.

II. Announcements

  1. Handouts from the Internet for Librarians class were available as members entered the auditorium.
  2. Shirley asked if electronic notification was sufficient for meetings. For those present, it was efficient with a couple who expressed the need for phone notification.
  3. Currently, the WIN page on the World Wide Web is located at: http://150.216.8.1/schofed/lset/winhome.htm. Members of the class are working on individual library presentations. A link has already been created from the WCC Foundation page to the WIN pages.

III. Old Business

  1. Cooperative agreement: Gary Barefoot reported that the committee, which included Marie Edwards, Pat Setzer (by phone), and Mary Anne Parker, reviewed the current cooperative agreement. The committee is satisfied with the current agreement and no library expressed a burden with providing materials to other libraries under the agreement. The agreement will be reviewed again in two years.
  2. Wayne County Union List of Serials: Gary asked that corrections to the most recent printout of the WIN ULS be given to him this month so changes can be made. Beverly reported that she had not received a copy. Shirley will follow up on this distribution.

IV. New Business

  1. Nominating Committee: Shirley had previously appointed Linda King (chair), Susie Parris, and Pat Setzer to the Nominating Committee. Their report nominated Bonnie Whitesell as chair and Diane Kester as recorder. The floor was opened for additional nominations. Gary moved nominations be closed and the report be accepted. The motion carried.
  2. Shirley stated that she had enjoyed working as chair of WIN and expressed appreciation to each member for giving the group support.
  3. Bonnie accepted the election results and asked for continued support from the members. She acknowledged the extensive devotion of Shirley toward developing cooperative endeavors among the libraries of Wayne County. The group concurred with a round of applause for Dr. Shirley Jones.
  4. Shirley asked Diane to provide an updated list of members. Jeff stated that the WCPL would be glad to resume maintenance of the database.
  5. E-mail addresses were exchanged.

Program

An open forum was held as each member shared a new library events and use of the Internet by staff and students.
A. Concerns were expressed about acceptable use of the Internet by patrons, especially with students. The schools are working on a county-wide Acceptable Use Policy. Librarians gave the following suggestions:

  1. Beverly. At Bogden Middle School students may use the Internet only under supervision. Students are taught how to connect and how to use Netscape.A loose-leaf notebook is located near the workstation. This notebook has addresses for interesting URL's and instructions for using search engines.
  2. Katherine has similar policies. The civics class enjoyed the electronic tour of White House.
  3. The public library's Internet account is funded by the State Library and is for employees' use only.
  4. Kay reported that she is still trying to work everything out for telecommunications capabilities.
  5. The WCC library is not providing student access to the Internet. Currently, their access is limited to text only using Lynx.
  6. WCD did not put Internet in the school's computer lab. The station is next to circulation desk in the media center. Students have been notified that mis-use of the privilege restricts use for rest of the school year.
  7. Jeff asked for clarification of the schools' policies concerning freedom to read. It was explained that the role of the school is to support the curriculum - selection of Internet resources is similar to selection of other library resources.
  8. Gary reported that MOC has no student access to the Internet in the Moye Library; however, there is access in the lab for classes. The library has the capability for four hookups and a new computer has been ordered. Plans include one for student use.


B. Members exchanged favorite and/interesting Internet bookmarks and sites.

  1. Susan Ludwil, using her home Internet provider, Entersoft, discovered a quilting newsletter and a mystery quilt.
  2. Bonnie reported that the staff at WCDS is coming to the library to work with her. Personal health questions and current news information are popular with the staff; whereas, information on popular music is of interest to students.
  3. Beverly identified a music club using the web.
  4. Katherine has located a web site for cancer information as well as some health sources written for the general public.
  5. Ramona stated that she missed access to the State Library's jobline. Members shared alternate ways to access the information via the Internet.
  6. Marie reported that the Cherry Hospital library has no Internet access yet.


C. Tips for other users were presented.

  1. Bonnie has been using the Internet all year with students. The service is popular, especially as the find needed information. She identified a slow computer as one barrier. Members were reminded to clean out files on their hard drive, especially the cache in Netscape.
  2. EWHS keeps a log of interesting sites by the telecommunication workstation.
  3. The public library has a new phone system. The library number is 735-1824.Extensions are:


D. Shirley identified some tips for using the Dynix Automated Catalog.

  1. WCC holdings should show up in bold type.
  2. There are commands to limit the search by field.For example, when you do a search by subject (3 on the menu) and enter a subject heading, you get a list of items. With the prompt reading, "Enter an item number for more detail," type the letter L (a hidden command to limit the search). Type 6 for the location field. Type =wy at the "Select an operator" prompt to limit the search to Wayne.
  3. One can also limit by title, author, or format.


E. Other discussion

  1. Shirley expressed concern that, with the cut-backs in personnel at the WCC library, they will no longer be able to provide reference assistance by phone. She asked about the policies at other libraries.
  2. As phone requests come to the public library, the librarians are directed to assess the question. If it will take more than a few minutes to locate the answer, the patron is instructed to call back.
  3. Both the public library and the Wayne CC library provide for renewals by phone, if the patron has their bar code number.
  4. Jeff reported that the public library now has a new policy concerning overdues. If the series of increasingly firm letters do not get a response from the patron, the bill will be handled by a collection agency.


Next Meeting

The bylaws call for the next meeting to be held on August 8, 1996 but it is a conflict with the North Carolina Association of School Librarians Conference. Members agreed to meet at 7:00 P.M. on August 19 at Mount Olive College. Gary will make arrangements for dinner.
